The rank of the page your comment appears on, not the rank of the site is transferred. directory links are devalued. you only want a couple from related specialized directories. And link exchanges are important but not totally the Be all end all. The secret is to create your web. I don't care if it is directories, blogs sub domains yada yada yada but you need one way links. preferably domains though, because they carry more weight. if you bought one thousand domains and made a thousand sites and linked them to one particular site that site would eventually make you a made man. it's an investment.
